Michele Catahay from KUAM.COM stated in an article that the Superintendent of Guam DOE, Nerissa Underwood, will not be using ARRA funds to fix JFKHS because GovGuam is almost complete with the negotiations with International Bridge Corporation to build the new school using revenue backed bonds. Instead, the ARRA funds will be used to fix schools like Untalan Middle School, the oldest school in DOE, and Okkodo High School, one of the newest schools in DOE.
